What Is the Interim Federal Health Program (IFHP)?

The IFHP provides temporary health coverage — including dental services — to:
• Protected Persons
• Refugee Claimants
• Government-Assisted Refugees
• Privately Sponsored Refugees
• Victims of Human Trafficking and Torture

What Dental Services Are Covered Under IFHP?

The IFHP covers only emergency and urgent dental care to relieve pain, treat infections, and stabilize oral health. The following services are typically covered:

Diagnostic X-rays Routine preventive scaling or fluoride
Tooth extractions Cosmetic dentistry (e.g., whitening, veneers)
Fillings (if urgent) Root canal therapy
Temporary fillings Crowns and bridges
Treatment of infections or abscesses Orthodontics (braces, aligners)
Denture repairs / relines (emergency) Night guards, retainers

📌 Note: Some procedures may require pre-authorization from Medavie Blue Cross.

Am I Eligible for IFHP dental coverage?

You may be eligible if:

  • You’ve claimed refugee status in Canada OR

  • You are a resettled refugee OR

  • You are a protected person, including government- or privately-sponsored refugees

🧾 What You Need to Bring:

  • A valid IFHP Certificate of Eligibility

  • Government-issued ID (if available)

  • Any relevant documents from Immigration, Refugees and Citizenship Canada (IRCC)

🗓️ How to Book an IFHP Appointment

We understand the urgency of dental pain. Follow these steps:

  1. Call our office: (416) 977-3974

  2. Mention that you are covered under IFHP

  3. Provide your UCI number or documentation for verification

  4. We will:

    • Verify coverage with Medavie Blue Cross

    • Determine if prior authorization is needed

    • Schedule you promptly for emergency care

If you have had oral-facial trauma, significant dental infection, prolonged bleeding of the mouth area or tooth pain which cannot be managed by over-the-counter medications, then you are having a dental emergency and should seek help from a dentist.

IFHP dental coverage services, post emergency exams and radiographs, are limited to emergency relief of dental pain, infection or trauma only. Routine dental care is not eligible.

The following emergency dental services are automatically eligible under the IFHP dental program

  • Emergency Oral exams
  • X-rays
  • Caries, Trauma, and Pain Control
  • Writing or Dispensing an Emergency Prescription
  • Simple tooth extractions
  • Denture Relines
  • Denture Repairs

Pre-authorization is required for the following IFHP dental services

  • Amalgam or Composite Restoration for severely affected teeth
  • Complicated dental extractions
  • Complete and Partial Dentures

The following dental services are NOT covered by the IFHP dental program:

  • Root canal treatments
  • Orthodontics
  • Intravenous sedation and nitrous oxide
  • Prophylaxis and fluoride
  • Restoration of incipient lesions or those not visible on an X-ray are considered routine care and will not be covered
  • Scaling and root planing
